TRUNG NAM CHÍNH THỨC LÀ NHÀ ĐẦU TƯ GIẢI QUYẾT NGẬP CHO TP.HCM
Theo thống kê, từ năm 2011 đến 2014, TP.HCM đã xuất hiện 76 lần đỉnh triều cao trên 1,5m.
Trong khi đó, 63,5% diện tích TP có độ cao dưới 1,5m, nên tình trạng ngập úng do triều ngày càng diễn ra nghiêm trọng trên diện rộng.
Trả lời báo chí trong phiên bế mạc kỳ họp thứ 20 HĐND TP.HCM khóa 8, tân Chủ tịch UBND TP.HCM Nguyễn Thành Phong đã xác định tình trạng ngập nước, kẹt xe là vấn đề cấp bách cần phải giải quyết.
Để giải quyết vấn đề cấp bách này, Thủ tướng Chính phủ đã cho phép Ngân hàng TMCP Đầu tư và Phát triển Việt Nam (BIDV) tài trợ vốn cho dự án. Ngày 19.10.2015, Thường trực HĐND TP.HCM đã thống nhất đề nghị của UBND TP việc sử dụng vốn đầu tư ngân sách thực hiện dự án Giải quyết ngập do triều khu vực TP.HCM có xét đến yếu tố biến đổi khí hậu (giai đoạn 1) theo hình thức đối tác công tư (Hợp đồng BT).
Ngày 12.11.2015, báo cáo nghiên cứu khả thi của dự án đã được UBND TP.HCM chính thức phê duyệt. Trải qua quá trình xem xét, đánh giá, lựa chọn công khai, minh bạch, Trungnam Group đã đáp ứng tất cả tiêu chí, yêu cầu nên được UBND TP.HCM chấp thuận là nhà đầu tư thực hiện dự án này tại Quyết định số 6728/QĐ-UBND ngày 10.12.2015. Sau đó, ngày 14.12.2015, UBND TP.HCM và Trung tâm điều hành chương trình chống ngập nước TP đã có thông báo số 2133/TB-TTCN về kết quả chỉ định nhà đầu tư thực hiện dự án này.
Theo phương án được phê duyệt, quy mô dự án bao gồm việc xây dựng: 6 cống kiểm soát triều (Bến Nghé, Tân Thuận, Phú Xuân, Mương Chuối, Cây Khô, Phú Định); 3 trạm bơm tại cống Bến Nghé, Tân Thuận, Phú Định; xây dựng đê bao ven sông Sài Gòn từ Vàm Thuật đến Sông Kinh – Giai đoạn 1 gồm khoảng 7,8 km đê/kè ở các đoạn xung yếu, 25 cống nhỏ dưới đê từ Vàm Thuật đến Mương Chuối; xây dựng nhà quản lý trung tâm cho toàn dự án và hệ thống SCADA.
Địa điểm xây dựng thuộc địa bàn các quận 1, 4, 7, 8, và 2 huyện Nhà Bè, Bình Chánh.
Dự án có tổng vốn đầu tư gần 10.000 tỉ đồng, thời gian thực hiện dự kiến 36 tháng (cuối năm 2015 – 2018). Sau khi hoàn thành, dự án sẽ giải quyết được nỗi ám ảnh của người dân về tình trạng ngập do triều dâng, giúp chủ động đối phó với biến đổi khí hậu cho vùng lõi với diện tích 570km2 với khoảng 6,5 triệu người thuộc khu vực bờ hữu sông Sài Gòn và trung tâm TP.HCM. Dự án hoàn thành sẽ giúp TP chủ động điều tiết hạ thấp mực nước trong kênh, rạch nhằm cải thiện khả năng tiêu thoát nước của các dự án thoát nước đô thị, góp phần cải tạo cảnh quan và môi trường nước trong khu vực dự án.
Để nhanh chóng giải quyết vấn đề cấp bách và nỗi ám ảnh của người dân TP.HCM về tình trạng ngập do triều, dự án sẽ được triển khai nhanh chóng. Nhà đầu tư đang xin ý kiến của UBND TP.HCM cho phép động thổ dự án ngay trong tháng 12.2015.
Khao khát, mong đợi của người dân về một thành phố không ngập đang dần được đáp ứng với những chỉ đạo quyết liệt từ UBND TP.HCM cùng với nỗ lực chạy đua với thời gian của nhà đầu tư.
