a) Mức dự phòng điều tần, dự phòng quay, dự phòng khởi động nhanh thấp hơn mức quy định ở chế độ vận hành bình thường do Đơn vị vận hành hệ thống điện và thị trường điện xây dựng và được Cục Điều tiết điện lực phê duyệt;
b) Mức độ mang tải của các đường dây và trạm biến áp chính trong lưới điện truyền tải trên 90% nhưng không vượt quá giá trị định mức;
c) Khả năng xảy ra thiên tai hoặc các điều kiện thời tiết bất thường có thể gây ảnh hưởng tới an ninh hệ thống điện;
d) Khả năng xảy ra các vấn đề về an ninh, quốc phòng có thể đe dọa an ninh hệ thống điện.
