Bước đầu tiên trong chu trình kiểm toán là lập kế hoạch. Đây là quá trình Kiểm Toán Viên tiếp cận để thu thập những thông tin cần thiết nhằm giúp công ty tìm hiểu về nhu cầu của các khách hàng, đánh giá khả năng đáp ứng nhu cầu khách hàng của công ty. Trên cơ sở đó công ty sẽ lập và ký hợp đồng kiểm toán với khách hàng. Trong giai đoạn lập kế hoạch, công ty sẽ tiến thành thu thập thông tin về tình hình hoạt động kinh doanh và kiểm soát nội của khách hàng, xác định mức trọng yếu và đánh giá rủi ro để lập kế hoạch và chương trình kiểm toán.
