HSDT được đánh giá theo tiêu chuẩn

HSDT được đánh giá theo tiêu chuẩn yêu cầu chung đều "Đạt" thì được coi là đáp ứng yêu cầu về mặt kỹ thuật (đáp ứng cơ bản yêu cầu của HSMT) và sẽ được đưa vào Danh sách ngắn để chuyển sang bước đánh giá về Tài chính- Thương mại và xác định Giá đánh giá. Các tiêu chuẩn chi tiết cũng phải đảm bảo “Đạt” hoặc “Chấp nhận được” thì tiêu chuẩn tổng quát mới được coi là “Đạt”. Khi có bất cứ một tiêu chuẩn chi tiết nào được đánh giá là “Không đạt” thì HSDT coi như không đáp ứng yêu cầu về mặt kỹ thuật.
