Có nhiều nguyên nhân tạo ra sự khác biệt này. Nhưng theo tôi chủ yếu là do văn hóa. Việt Nam là quốc gia mà Phật giáo có ảnh hưởng sâu sắc và lâu đời. Đạo Phật vốn đề cao quy luật Nhân quả. Theo đó người làm nhiều việc thiện (thiện nghiệp) sẽ gặp những điều tốt đẹp trong cuộc sống, và sau khi luân hồi sẽ có được một số phận may mắn. Có lẽ, chính bởi thế mà ăn xin có đất sống tại Việt Nam. Người ăn xin thường cố gắng làm cho mình trở nên thật đáng thương nhất có thể, để khiến người khác phải động lòng trắc ẩn. Khi ấy, người ta sẽ sẵn sàng bỏ tiền ra giúp đỡ (vì coi đó là việc thiện). Thực tế, ở những quốc gia có văn hóa tương đồng với Việt Nam như Thái Lan hay Ấn Độ, tình trạng ăn xin cũng là rất phổ biến và phức tạp, đặc biệt là ở Thái Lan.

Then, people will be willing to put money out for help (because that is good). In fact, the country has a culture similar to Vietnam as Thailand or India, beggars status also is very common and complicated, especially in Thailand.
