Tại Myanmar, do quá trình chuyển đổi từ nền kinh tế kế hoạch hoá tập trung sang nền kinh tế định hướng thị trường diễn ra quá lâu, bị trói buộc bởi cơ chế quản lý hành chính tập trung, quan liêu, hành chính, v.v., nên tính minh bạch chưa cao, thủ tục hành chính nhiều và mất thời gian do quản lý chồng chéo. Chính phủ Myanmar vẫn còn bao cấp giá đối với một số mặt hàng tiêu dùng thiết yếu như nhà ở cho công chức, điện, nước sinh hoạt, cước phí điện thoại, giá xăng dầu, cước phí vận tải công cộng, v.v. Tồn tại cơ chế hai giá đối với một số mặt hàng (điện, điện thoại, nước sinh hoạt, khách sạn, giá thuê nhà, vận tải…) phân biệt đối xử giữa người cư trú và người không cư trú với sự chênh lệch cao.
