Vốn là một trại giam do thực dân Pháp xây dựng để giam cầm những người Việt, năm 1967, chính quyền Sài Gòn xây dựng lại Nhà lao Cây Dừa hay còn gọi là Trại giam tù binh chiến tranh Phú Quốc, hay Trại giam tù binh cộng sản Phú Quốc trên diện tích khoảng 400ha. Đây là nơi giam giữ “cán binh cộng sản” lớn nhất miền Nam với hơn 32.000 tù binh từng bị giam giữ. Có lúc lên tới 40.000 nếu tính cả tù chính trị nhiều thời kỳ.

Nhà tù Phú Quốc có tất cả 12 khu được đánh số từ 1 đến 12, do 3 tiểu đoàn quân cảnh (7, 8, 12) canh giữ. Riêng khu 13, 14 được xây dựng thêm vào cuối năm 1972. Mỗi khu trại giam có thể chứa khoảng 3.000 tù nhân. Mỗi khu trại giam được chia làm nhiều phân khu, mỗi phân khu chứa được 950 tù binh, riêng phân khu B2 dành riêng để giam giữ các sĩ quan.

Bao quanh mỗi khu nhà lao là trùng trùng hàng rào kẽm gai 10 – 15 lớp ken cứng với hệ thống điện chiếu sáng dày đặc. Bên cạnh bộ máy cai ngục, lúc cao nhất tới bốn tiểu đoàn lính gác trang bị đầy đủ vũ khí và phương tiện cơ động, canh giữ, tuần tiễu ngày đêm. Trại giam tù binh Phú Quốc được công nhận là Di tích Lịch sử cấp quốc gia năm 1993.
