Ngoài Tiền thuê đất, hàng năm Bên B sẽ trả cho Bên A phí sử dụng hạ tầng là 0,3 USD/m2/năm (“Chi phí hạ tầng”) cho Khu đất thuê. Chi phí hạ tầng sẽ giữ nguyên không thay đổi trong suốt 5 năm kể từ Ngày hiệu lực của Hợp đồng. Mỗi lần điều chỉnh Chi phí hạ tầng (sau mỗi 5 năm) sẽ không vượt quá 5% của Chi phí hạ tầng kỳ liền trước
