Tỷ trọng xuất khẩu gạo qua những hợp đồng Chính phủ (G2G) là khá lớn (năm 2007 chiếm 66,4% tổng lượng gạo xuất khẩu, năm 2008: 49,2% và chiếm 42,7% năm 2009) (VFA, 2009). Đặc biệt trong năm 2008, chính phủ ViệtNam đã ban hành nhiều quyết định để điều tiết sự biến động giá trong nước và xuất khẩu ngành hàng lúa gạo:
Giá xuất khẩu trong trong giai đọan này tăng dần, bắt kịp với giá quốc tế. Giá trung bình tăng từ 564USD/tấn (tháng 4) đến 792 USD (tháng 5) và đạt 1.004USD/tấn trong tháng 6. Nhưng khối lượng xuất khẩu trong tháng 6 chỉ có 200 ngàn tấn (do lệnh tạm hoãn trên).
Trong tháng 7, Việt Nam xuất khẩu 350.000 tấn với giá trung bình cao hơn 971USD/tấn. Tính đến cuối tháng 7, Việt Nam xuất khẩu 2,79 triệu tấn, kim ngạch xuất khẩu tích lũy đạt 1,81 tỷ USD.
