5- Nâng cao hơn nữa hiệu quả dịch vụ xuất khẩu lao động, trước hết là phải rút ngắn thời gian từ khi người lao động có nhu cầu đi làm việc ở nước ngoài đến khi họ được xuất cảnh, đặc biệt là giảm thiểu thời gian làm thủ tục và thời gian chờ đợi của người lao động. Đây là một trong các giải pháp góp phần giảm chi phí phát sinh ban đầu của ngươi lao động nhằm thu hút đông đảo người lao động đi xuất khẩu lao động.
6- Tăng cường và nâng cao hiệu quả công tác quản lý lao động trong thời gian lao động làm việc ở nước ngoài. Với mỗi thị trường, cần có các giải pháp thích hợp nhằm giảm thiểu các rủi ro có xảy ra do việc quản lý lao động gây nên. Cần xử lý kiên quyết những trường hợp lao động vi phạm hợp đồng, yêu cầu phải bồi thường thiệt hại cho doanh nghiệp theo các điều khoản của hợp đồng đã ký. Đồng thời, Nhà nước phải mạnh tay xử lý nghiêm những doanh nghiệp để xảy ra những tiêu cực trong xuất khẩu lao động.
7- Hoàn thiện hệ thống văn bản pháp luật về xuất khẩu lao động và chuyên gia, bổ sung và sửa đổi những cơ chế, chính sách còn thiếu hoặc không phù hợp, như Chính sách đầu tư mở thị trường; Chính sách hỗ trợ đào tạo và tín dụng cho người lao động đi xuất khẩu: Chính sách tín dụng cho người đi làm việc ở nước ngoài, chính sách bảo hiểm xã hội, chính sách khuyến khích chuyển tiền và hàng hóa về nước, chính sách tiếp nhận trở lại sau khi hoàn thành nhiệm vụ;… Triển khai có hiệu quả việc thành lập, quản lý và sử dụng Quỹ hỗ trợ Xuất khẩu lao động theo Quyết định số 163/2004/QĐ - TTg ngày 08 tháng 9 năm 2004 của Thủ tướng Chính phủ.
8- Nâng cao hơn nữa trách nhiệm của các Bộ, ngành và địa phương trong quản lý hoạt động của các doanh nghiệp xuất khẩu lao động và chuyên gia: Trong trường hợp cần thiết có thể hỗ trợ về vốn, cơ sở vật chất cho các doanh nghiệp xuất khẩu lao động; Tăng cường công tác thông tin, kiểm tra, kiểm soát hoạt động của các doanh nghiệp xuất khẩu lao động và chuyên gia; Ngăn chặn và xử lý kịp thời các hiện tượng tiêu cực nảy sinh trong xuất khẩu lao động; Xử lý nghiêm khắc những người đi xuất khẩu lao động tùy tiện phá bỏ hợp đồng, làm ăn phi pháp.
