❖ Tổ chức tổng tuyển cử tự do trong ba nước nhằm lập chính phủ duy nhất cho mỗi nước.
❖ Việt Nam Dân chủ Cộng hòa tuyên bố ý định xem xét việc tự nguyện gia nhập Liên hiệp Pháp và những điều kiện gia nhập đó. Các chính phủ Campuchia và Lào cũng ra những tuyên bố tương tự.
❖ Việt Nam Dân chủ Cộng hòa, Campuchia, Lào thừa nhận các quyền lợi kinh tế, văn hóa của nước Pháp trong ba nước, sau khi các chính phủ duy nhất được thành lập, các quan hệ kinh tế và văn hóa được giải quyết theo nguyên tắc bình đẳng và cùng có lợi.
