Mục tiêu của chính sách kích cầu là tạo thêm cầu để đối ứng vơi năng lực sản xuất hiện tại của nền kinh tế khi suy thoái, tránh để dư thừa năng lực sản xuất ở mức quá cao gây lãng phí nguồn lực cũng như gây ra những vấn đề về xã hội do thất nghiệp tăng cao gây ra  cắt giảm thu nhập  giảm tiêu dung  DN tiếp tục cắt giảm lao động  thất nghiệp tăng lên. Do vậy mục đích lớn nhất của gói kích cầu là duy trì việc làm.
