Tiếp nhận đại sứ đặc mệnh toàn quyền của nước ngoài; bổ nhiệm, miễn nhiệm, cử, triệu hồi đại sứ đặc mệnh toàn quyền của Cộng hòa xã hội chủ nghĩa Việt Nam; phong hàm, cấp đại sứ; quyết định đàm phán, ký điều ước quốc tế nhân danh Nhà nước; trình Quốc hội phê chuẩn, quyết định gia nhập hoặc chấm dứt hiệu lực điều ước quốc tế quy định tại khoản 14 Điều 70; quyết định phê chuẩn, gia nhập hoặc chấm dứt hiệu lực điều ước quốc tế khác nhân danh Nhà nước
