Nếu Nhà nước đưa ra các chính sách, chế độ, tiêu chuẩn, định mức chi tiêu phù hợp với điều kiện thực tế sẽ đòi hỏi người sử dụng kinh phí ngân sách thực hiện đúng chế độ, tiết kiệm, hiệu quả và tránh tình trạng lãng phí. Ngược lại, nếu chính sách, chế độ, tiêu chuẩn, định mức chi tiêu do Nhà nước đưa ra xa rời thực tế thì tất yếu sẽ gây nên lãng phí.
