Ông Lê Công Phụng, Thứ trưởng Bộ Ngoại giao và Chủ tịch SOM APEC 2006, cho biết những đánh giá ban đầu về chương trình hành động thuận lợi hóa thương mại 2001 cho thấy mục tiêu giảm 5% chi phí giao dịch thương mại giữa các nền kinh tế APEC đã đạt được vào năm nay.
Phát biểu tại Hội nghị Thứ trưởng Tài chính và Phó Thống đốc Ngân hàng Trung ương lần thứ 13 sáng 5/9, Thứ trưởng Bộ Ngoại giao Lê Công Phụng cho biết thêm trên cơ sở này, các nền kinh tế APEC đã ủng hộ cách tiếp cận mang tính tập thể với việc thuận lợi hóa thương mại nhằm tiếp tục giảm 5% chi phí giao dịch thương mại trong khu vực vào năm 2010.
Liên quan tới vấn đề tự do hóa và thuận lợi hóa thương mại và đầu tư, ông Phụng cho biết, các nền kinh tế APEC đã xây dựng kế hoạch hành động Hà Nội nhằm thực hiện lộ trình Busan.
Kế hoạch này xác định các hành động cụ thể nhằm đảm bảo những tiến bộ hướng tới các mục tiêu Bogor và đưa ra các biện pháp xây dựng năng lực theo chương trình nghị sự về hợp tác kinh tế và kỹ thuật (Ecotech) trong APEC. Các nhà lãnh đạo và các Bộ trưởng APEC dự kiến sẽ thông qua Kế hoạch hành động Hà Nội vào cuối năm nay.
“Chương trình Nghị sự APEC cũng đặt trọng tâm ủng hộ Chương trình Phát triển Doha (DDA). Tại hội nghị Bộ trưởng thương mại APEC ở Thành phố Hồ Chí Minh vào tháng 6 vừa qua, các Bộ trưởng thương mại APEC đã ra Tuyên bố về chương trình DDA, khẳng định cam kết chính trị mạnh mẽ đối với hệ thống thương mại đa phương và việc kết thúc vòng đàm phán thương mại Doha vào cuối năm nay,” ông Phụng nói.
Về hợp tác kinh tế và kỹ thuật, ông Phụng cho biết, Ủy ban điều hành về hợp tác kinh tế và kỹ thuật (SCE) đã được cơ cấu lại để đưa ra các định hướng mang tính chiến lược và hiệu quả đối với các hoạt động của Ecotech trong APEC hướng tới mục tiêu thu hẹp khoảng cách phát triển giữa các nền kinh tế đang phát triển và các nền kinh tế phát triển của APEC.
Liên quan tới mục tiêu cải thiện môi trường kinh doanh an toàn và thuận lợi, theo ông Phụng, các nền kinh tế APEC đã đưa ra nhiều sáng kiến về minh bạch hóa và chống tham nhũng, thương mại an toàn và công tác chuẩn bị cho các tình huống khẩn cấp.
Hội nghị Bộ trưởng APEC về cúm gia cầm tại Đà Nẵng vào tháng 5/2006 đã thông qua Kế hoạch hành động APEC về phòng chống dịch cúm gia cầm và đại dịch cúm ở người. Theo kế hoạch này, các nền kinh tế thành viên cam kết sẽ thúc đẩy hợp tác để giảm thiểu các tác động tiêu cực của dịch cúm đối với gia cầm và thương mại.
