Các nước thành viên cũng tán thành việc xóa bỏ những áp lực về thuế, cải thiện việc làm, khuyến khích đào tạo lao động , cải cách hệ thống phúc lợi xã hội, đẩy nhanh cải cách cơ cấu kinh tế ,nhấn mạnh đến khía cạnh phát triển xã hội. Hội nghị Lisbon cũng cho rằng: Việc làm là điều kiện tốt nhất để đảm bảo người dân tránh được sự loại trừ và cô lập xã hội. Tuy nhiên những tiêu chí đề ra tại Hội nghị Lisbon đã đem lại nhiều khó khăn cho các nước thành viên. Nền kinh tế của các nước EU vẫn tiếp tục chịu sự tăng trưởng yếu kém, thâm hụt ngân sách vẫn ở mức cao

The Lisbon Conference also said that: jobs is the best conditions to ensure people avoid exclusion and social isolation. However the criteria set out in the Lisbon Conference has brought many difficulties for the Member States. The economy of EU countries continued to suffer weak growth, the budget deficit remained at a high level
