Mặc dù chiếm tỉ lệ nhỏ trong toàn dân số Vietnam nhưng cũng ảnh hưởng đến việc tăng dân số. Việc đầu tư hạ tầng y tế với đầy đủ phương tiện tập trung tại các thành phố lớn, nơi đông dân cư sinh sống, nhưng lại đầu tư sơ sài cho vùng sâu vùng xa, miền núi. Việc đăng ký cho trẻ mới sinh bị bỏ sót nhiều đối với các dân tộc thiểu số và đồng bào dân tộc miền núi, đa số sinh đẻ theo truyền thống tại nhà. Mặt khác họ không biết chữ, khó khăn trong việc tiếp cận các biện pháp tránh thai nên tình trạng sinh 3 trở lên vẫn còn phổ biến.
