Điều 32. Trách nhiệm của các Sở, ngành
1. Sở Tài nguyên và môi trường
a) Chủ trì, phối hợp với các ngành có liên quan hướng dẫn thực hiện Quy định này; hướng dẫn biểu mẫu để thực hiện thống nhất công tác thu hồi đất, bồi thường, hỗ trợ và tái định cư;
b) Chủ trì, phối hợp với các sở, ngành liên quan hướng dẫn, kiểm tra việc thực hiện công tác thu hồi đất, bồi thường, hỗ trợ và tái định cư, giao đất, cho thuê đất, cho phép chuyển mục đích sử dụng đất;
c) Công bố và cung cấp thông tin về quy hoạch, kế hoạch sử dụng đất;
d) Trình Ủy ban nhân dân tỉnh quyết định thu hồi đất, giao đất, cho thuê đất, cho phép chuyển mục đích sử dụng đất đối với trường hợp thuộc thẩm quyền của Ủy ban nhân dân tỉnh;
đ) Ký hợp đồng thuê đất, bàn giao đất trên thực địa, cấp Giấy chứng nhận quyền sử dụng đất, quyền sở hữu nhà ở và tài sản gắn liền với đất cho chủ sử dụng đất theo quy định;
e) Góp ý kiến vào phương án bồi thường, hỗ trợ về đất đối với các trường hợp theo quy định tại khoản 3, Điều 3 Quyết định số 38/2014/QĐ-UBND ngày 12 tháng 9 năm 2014 của Ủy ban nhân dân tỉnh 2. Sở Tài chính
a) Chủ trì phối hợp với các ngành có liên quan, Ủy ban nhân dân dân cấp huyện giải quyết vướng mắc trong áp dụng các cơ chế, chính sách về giá đất, bồi thường, hỗ trợ và tái định cư;
b) Hướng dẫn và kiểm tra việc thực hiện quyết toán sử dụng chi phí tổ chức thực hiện bồi thường, hỗ trợ và tái định cư theo các quy định hiện hành;
c) Góp ý kiến vào phương án bồi thường, hỗ trợ về cây cối, hoa màu trên đất đối với các trường hợp theo quy định tại khoản 3, Điều 3 Quyết định số 38/2014/QĐ-UBND ngày 12 tháng 9 năm 2014 của Ủy ban nhân dân tỉnh Hà Nam.
