- Chức năng : tham mưu cho Giám đốc trong lĩnh vực tổ chức bộ máy SXKD, xây dựng lực lượng CBCNV theo yêu cầu nhiệm vụ, xây dựng các quy chế quản lý nội bộ. Tổ chức thực hiện các hoạt động nghiệp vụ tổ chức nhân sự, hành chính, quản trị... theo yêu cầu sản xuất kinh dưới sự chỉ đạo trực tiếp của Giám đốc công ty.
- Nhiệm vụ
 Xác định nhu cầu nhân lực, quy mô, biên chế các bộ phận theo yêu cầ sản xuất. Tiến hành tuyển chọn, tuyển dụng, sắp xếp, điều động nhân sự... theo lệnh Giám đốc.
 Tổ chức thực hiện các chính sách chế độ nhà nước quy định về lao động bảo hiểm, phúc lợi, kiểm tra đôn đốc việc thực hiện các chế độ chính sách nhà nước quy định .
