Nội dung chủ yếu của một báo cáo đánh giá tác động môi trường đã được nêu trong Nghị định 175/CP ngày 18/10/1994 của Chính phủ hướng dẫn thi hành Luật Bảo vệ Môi trường 1993 trước đây và trong Thông tư 08/2006/TT-BTNMT ngày 08/09/2006 của Bộ Tài nguyên và Môi trường hướng dẫn về đánh giá môi trường chiến lược, đánh giá tác động môi trường và cam kết bảo vệ môi trường theo quy định của Nghị định 80/2006/NĐ-CP và Luật Bảo vệ Môi trường 2005. Tuy nhiên, đây là những quy định chung về nội dung đối với báo cáo đánh giá tác động môi trường của tất cả các lĩnh vực sản xuất và dịch vụ, trong khi nhiều lĩnh vực, nhiều ngành khác nhau có những đặc thù riêng cả về tính chất nguồn thải, cả về quy mô và phạm vi tác động môi trường. Điều đó đòi hỏi cần phải có những hướng dẫn lập báo cáo đánh giá tác động môi trường riêng cho từng ngành, từng lĩnh vực đặc thù nhằm nâng cao chất lượng báo cáo cũng như chất lượng thẩm định.

That requires the need to have the reporting guide reviews the environmental impacts specific to each industry, each particular field in order to enhance the quality of the report as well as quality appraisal.
