Quan điểm phát triển cơ bản của Dự án là làm chuyển hướng và giảm lưu lượng nước sông Renun và các nhánh phụ của nó đến hồ Toba phục vụ cho công tác sản xuất điện năng
Bằng việc khai thác lưu lượng nước 9,6 m3/giây trên sông Renun, và cột nước 500m được tạo ra do sự chuyển hướng nước
