Đại hội lần thứ VI năm 1986 đã định ra đường lối đổi mới, tạo ra bước ngoặt cho kinh tế Việt Nam. Vài ba năm kế tiếp sau đó, tư duy kinh tế thị trường trong lãnh đạo hình thành ngày càng dứt khoát, mạch lạc, thể hiện trong nhiều chủ trương cụ thể như: xoá bỏ quan liêu bao cấp không chỉ với lĩnh vực đời sống mà còn với lĩnh vực sản xuất, phân phối nguồn lực, trao quyền tự chủ cho xí nghiệp quốc doanh hạch toán kinh doanh, khắc phục tình trạng “lãi giả - lỗ thật”. Xoá bỏ ngăn sông cấm chợ với thị trường trong nước và bước đầu với thị trường ngoài nước.
