Tỉnh Đồng Nai đề nghị Chính phủ cho phép tách nội dung bồi thường, hỗ trợ và tái định cư thành tiểu dự án riêng và tổ chức thực hiện độc lập. Đồng thời giao cho tỉnh lập thủ tục thu hồi đất ngay trong năm 2016, để thực hiện đầu tư xây dựng 2 khu tái định cư Lộc An – Bình Sơn và Bình Sơn tại huyện Long Thành.
Ông Vĩnh cho rằng, nếu tiểu dự án này không được thực hiện ngay trong năm 2016 thì khó có khả năng khởi công Dự án vào năm 2018 hoặc 2019, vì quy trình giải phóng mặt bằng phải thực hiện ít nhất là 3 năm.
