+ Sau khi soi chiếu, hướng dẫn lái xe vận chuyển hàng hóa đã soi chiếu ra khu vực tập kết chờ kết luận của cơ quan hải quan.
- Bộ phận tiếp nhận hồ sơ có trách nhiệm:

+ Tiếp nhận hồ sơ hải quan và thông tin từ người khai đã tập kết đủ số lượng container hàng hóa phải kiểm tra theo yêu cầu;
+ Quét (scan) dữ liệu tờ khai hải quan (khi việc truyền dữ liệu hồ sơ hải quan điện tử chưa đáp ứng) hoặc cập nhật dữ liệu tờ khai điện tử và bản kê chi tiết hàng hóa (nếu có);
+ Nhập số tờ khai hải quan, số hiệu container/biển số xe, dữ liệu cân điện tử vào hệ thống;
+ Thông báo cho bộ phận giám sát biết để hướng dẫn xe vào vị trí soi

chiếu;




+ Chuyển hồ sơ hải quan cho bộ phận phân tích hình ảnh soi chiếu.

(2). Thực hiện việc soi chiếu.

Bộ phận vận hành soi chiếu: Sau khi nhận được thông báo từ bộ phận

giám sát xe chở hàng hóa đã vào vị trí sẵn sàng soi chiếu thì bộ phận vận hành máy soi container tiến hành soi chiếu theo quy định vận hành máy soi container do Tổng cục Hải quan ban hành. Sau khi soi chiếu xong thì thông báo lại cho bộ phận giám sát để hướng dẫn lái xe vận chuyển container hàng hóa ra khu vực tập kết.

- Trường hợp hình ảnh soi chiếu không có nghi vấn, xác định được các nội dung cần kiểm tra thì nhập kết luận: “Hình ảnh soi chiếu không có nghi vấn, hàng hóa được thông quan theo nội dung khai hải quan”. Ghi rõ họ, tên vào cuối dòng kết luận; đồng thời cập nhật kết quả vào Hệ thống xử lý dữ liệu điện tử hải quan.
- Trường hợp hình ảnh soi chiếu có nghi vấn thì đánh dấu vào vị trí nghi vấn trên ảnh và nhập kết luận: “Hình ảnh soi chiếu chưa xác định được nội dung kiểm tra, đề nghị mở container để kiểm tra”. Ghi rõ họ, tên vào cuối dòng kết luận, báo cáo, đề xuất và in, ký tên, đánh dấu công chức và chuyển lãnh đạo Đội hoặc lãnh đạo phụ trách bộ phận máy soi xem xét quyết định.
- Lãnh đạo Đội hoặc lãnh đạo phụ trách bộ phận máy soi kiểm tra lại hình ảnh soi chiếu và ý kiến kết luận, đề xuất của bộ phận phân tích hình ảnh. Nếu đồng ý thì ghi rõ “Nhất trí với kết luận và đề xuất”, nếu có ý kiến khác thì ghi vào phần ý kiên nhận xét của lãnh đạo, nếu phát hiện có nghi vấn khác trên hình ảnh soi chiếu thì đánh dấu vào vị trí nghi vấn. Sau đó, ghi rõ họ tên vào cuối dòng kết luận.
Toàn bộ dữ liệu hình ảnh soi chiếu được lưu trữ trong hệ thống máy soi container theo quy định. Hình ảnh soi chiếu (bản in) được đính kèm bộ hồ sơ (bản lưu hải quan
Tùy thuộc mức độ đáp ứng công nghệ thông tin, hình ảnh soi chiếu của những container có kết luận: “Hình ảnh soi chiếu chưa xác định được nội dung kiểm tra, đề nghị mở container để kiểm tra” sẽ được truyền đến bộ phận kiểm tra hàng hóa thủ công để làm tiếp thủ tục.

4.1. Trường hợp các lô hàng đăng ký tờ khai hải quan tại Chi cục Hải quan có máy soi container: được thực hiện theo Quy trình thủ tục hải quan đối với hàng hóa xuất khẩu, nhập khẩu thương mại do Tổng cục Hải quan ban hành.
4.2. Trường hợp các lô hàng đăng ký tờ khai tại một Chi cục Hải quan nhưng việc soi chiếu hàng hóa được thực hiện tại Địa điểm kiểm tra hàng hóa bằng máy soi container thuộc Chi cục Hải quan khác:
- Đối với các container không có nghi vấn: công chức hải quan phân tích hình ảnh cập nhật kết quả vào Phiếu ghi kết quả kiểm tra hàng hóa và quyết định thông quan trên hệ thống thông quan điện tử, ký đóng dấu công chức vào ô xác nhận thông quan trên Tờ khai hải quan.
