Hiệp hội các Quốc gia Đông Nam Á (tiếng Anh: Association of Southeast Asian Nations, viết tắt là ASEAN) là một liên minh chính trị, kinh tế, văn hóa và xã hội của các quốc gia trong khu vực Đông Nam Á. Tổ chức này được thành lập ngày 8 tháng 8 năm 1967 với các thành viên đầu tiên là Thái Lan, Indonesia, Malaysia, Singapore, và Philippines, để biểu hiện tinh thần đoàn kết giữa các nước trong cùng khu vực với nhau, đồng thời hợp tác chống tình trạng bạo động và bất ổn tại những nước thành viên.
Cuốinăm 2015, Cộng đồng Kinh tế ASEAN(AEC) sẽ chính thức ra mắt, bao gồm 10 quốc gia với dân số hơn 620 triệu người. Trong đó, lực lượng lao động chiếm tỷ lệ gần 50%, tức khoảng 300 triệu người. Ba quốc gia có số lao động chiếm tỷ trọng hơn 70% là Indonesia (chiếm tỷ lệ gần 40%), Philippines (chiếm tỷ lệ gần 16%) và Việt Nam (chiếm tỷ lệ gần 15%). Hình thành Cộng đồng Kinh tế ASEAN sẽ giúp thị trường lao động trở nên sôi động hơn, giúp thúc đẩy và tạo việc làm cho từng quốc gia thành viên.
Lịch sử hình thành:


- Tại Tuyên bố Tầm nhìn ASEAN 2020 thông qua tháng 12/1997, các nhà lãnh đạo ASEAN đã định hướng phát triển ASEAN thành một Cộng đồng ASEAN.


- Ý tưởng đó được tái khẳng định tại Hội nghị cấp cao ASEAN 9 tháng 10/2003, thể hiện trong Tuyên bố Hoà hợp ASEAN II (hay còn gọi là Tuyên bố Ba-li II). Theo đó, ASEAN nhất trí hướng đến mục tiêu hình thành một cộng đồng ASEAN vào năm 2020 với 3 trụ cột chính là hợp tác chính trị - an ninh (Cộng đồng an ninh ASEAN – ASC), hợp tác kinh tế (Cộng đồng Kinh tế ASEAN – AEC) và hợp tác văn hoá xã hội (Cộng đồng Văn hoá Xã hội ASEAN – ASCC).


- Tại Hội nghị Cấp cao ASEAN lần thứ 12 tháng 1/2007 các nước ASEAN đã quyết định rút ngắn thời hạn hình thành Cộng đồng Kinh tế ASEAN từ 2020 xuống 2015.


Mục tiêu


Bốn mục tiêu cũng là bốn yếu tố cấu thành AEC:


Một thị trường đơn nhất và cơ sở sản xuất chung, được xây dựng thông qua: Tự do lưu chuyển hàng hoá; Tự do lưu chuyển dịch vụ; Tự do lưu chuyển đầu tư; Tự do lưu chuyển vốn và Tự do lưu chuyển lao động có tay nghề.


Một khu vực kinh tế cạnh tranh, được xây dựng thông qua các khuôn khổ chính sách về cạnh tranh, bảo hộ người tiêu dùng, quyền sở hữu trí tuệ, phát triển cơ sở hạ tầng, thuế quan và thương mại điện tử.


Phát triển kinh tế cân bằng, được thực hiện thông qua các kế hoạch phát triển doanh nghiệp vừa và nhỏ (SME) và thực hiện sáng kiến hội nhập nhằm thu hẹp khoảng cách phát triển trong ASEAN.


Hội nhập vào nền kinh tế toàn cầu, được thực hiện thông qua việc tham vấn chặt chẽ trong đàm phán đối tác và trong tiến trình tham gia vào mạng lưới cung cấp toàn cầu (WTO).


Bản chất AEC


- Mặc dù được gọi với cái tên “Cộng đồng kinh tế”, AEC thực chất chưa thể được coi là một cộng đồng kinh tế gắn kết như Cộng đồng Kinh tế châu Âu bởi AEC không có cơ cấu tổ chức chặt chẽ và những cam kết ràng buộc với lộ trình thực hiện cụ thể.


AEC thực chất là đích hướng tới của các nước ASEAN thông qua việc hiện thực hóa dần dần 04 mục tiêu kể trên (trong đó chỉ mục tiêu 01 là được thực hiện tương đối toàn diện và đầy đủ thông qua các hiệp định và thỏa thuận ràng buộc, các mục tiêu còn lại mới chỉ dừng lại ở việc xây dựng lộ trình và thực hiện một số sáng kiến khu vực)


- AEC là một tiến trình hội nhập kinh tế khu vực chứ không phải là một Thỏa thuận hay Hiệp định với các cam kết ràng buộc thực chất. Tham gia vào các mục tiêu của AEC là hàng loạt các Hiệp định, Thỏa thuận, Tuyên bố… giữa các nước ASEAN có liên quan tới các mục tiêu này. Những văn bản này có thể bao gồm những cam kết có tính ràng buộc thực thi, cũng có những văn bản mang tính tuyên bố, mục tiêu hướng tới không bắt buộc của các nước ASEAN.


Việc hiện thực hóa AEC đã được triển khai trong cả quá trình dài trước đây (thông qua việc thực hiện các cam kết tại các Hiệp định cụ thể về thương mại đã ký kết giữa các nước ASEAN) và sẽ được tiếp tục thực hiện trong thời gian tới (tiếp tục thực hiện theo lộ trình các Hiệp định, Thỏa thuận đã có và các vấn đề mới, nếu có).
Dự kiến ra đời vào năm 2015, cộng đồng kinh tế ASEAN (Asian Economic Community – AEC) sẽ tạo nên một thị trường đơn nhất với 5 yếu tố được lưu chuyển tự do (hàng hóa, dịch vụ, đầu tư, vốn vào lao động giữa 10 nước). Để có thể nắm bắt cơ hội làm việc tại các nước ASEAN khác, người lao động Việt Nam cần phải chuẩn bị gì để đáp ứng mong đợi của nhà tuyển dụng?
Người Việt Nam cần chuẩn bị rất nhiều để đón đầu việc Việt Nam hội nhập AEC như:


Học tốt các môn chuyên ngành của chương trình đại học hoặc cao đẳng
Học các bằng cấp nghề nghiệp quốc tế như FIA ngay khi là sinh viên năm nhất
Thực hành và sử dụng tiếng Anh (giao tiếp & viết trong kinh doanh) thường xuyên
Rèn luyện thái độ tích cực và chuyên nghiệp
Nâng cao các kỹ năng mềm cần thiết như: kỹ năng giao tiếp, kỹ năng trình bày, kỹ năng làm việc nhóm, kỹ năng quản lý thời gian….
Sử dụng word, excel, powerpoint và các phần mềm khác
Có tư duy mang tầm khu vực và toàn cầu (global mindset)

Rõ ràng việc chuẩn bị cho quá trình hội nhập cộng đồng chung ASEAN vào cuối năm 2015 phải được học sinh, sinh viên, những người lao động trẻ trong tương lai đầu tư ngay từ bây giờ. Muốn thành công trong môi trường cạnh tranh, người Việt trẻ phải có ý thức mở rộng kiến thức nghề nghiệp, nâng cao năng lực tư duy khoa học, độc lập, lao động sáng tạo, phát huy sáng kiến, áp dụng công nghệ mới không ngừng phát triển kỹ năng nghề nghiệp… để hình thành một thế hệ thanh niên có tri thức, bản lĩnh, vững vàng hội nhập quốc tế.
