Hiện nay trên thế giới, xu hướng toàn cầu hóa kinh tế đang diễn ra mạnh mẽ. Hội nhập vào xu hướng ấy là một tất yếu khách quan của tất cả các quốc gia, trong đó có Vietnam. Cũng như bất kì một cuộc chơi nào, cơ hội luôn kèm theo thách thức. Đối với các quốc gia đang phát triển như Vietnam, khi mà thực lực còn yếu, thêm vào đó là sự mới mẻ, xa lạ của các nguyên tắc trò chơi và tính khắc nghiệt của luật chơi quá lớn thì thách thức đến trước và cơ hội đến sau.
Trong thời gian vừa qua có thể thấy rằng lĩnh vực ngoại thương của nước ta đã được tự do hóa một cách đáng kể theo mọi thước đo. Điều này được thể hiện thông qua sự tăng trưởng thương mại trong GDP và sự đa dạng hóa của cả xuất khẩu cũng như nhập khẩu. Đó là một dấu hiệu đáng mừng trong quá trình hội nhập kinh tế quốc tế của nước ta hiện nay. Tuy nhiên các hàng rào phi thuế quan dày đặc, tồn tại dai dẳng với rất nhiều hạn chế là một trong những trở ngại lớn. Dỡ bỏ các hàng rào phi thuế quan này không phải là điều dễ dàng. trong giai đoạn hiện nay, thuế quan hóa các hàng rào phi thuế quan là một giải pháp có tính khả thi hơn cả. Bởi vì thuế quan có những ưu điểm hơn hẳn, đồng thời bảo hộ bằng thuế quan là phù hợp với quy định của WTO
