Đây là khoản tiền cố định được cộng thêm vào thuế nhập khẩu hàng hóa đã qua sử dụng (vốn được tính tương tự như với hàng mới) nhằm tránh thất thu cho Nhà nước. Lý do của cách tính thuế này là cơ quan quản lý rất khó xác định giá trị khai báo để tính thuế của hàng hóa cũ có chính xác hay không.
