Đã từ lâu, hệ thống đê và các công trình bảo vệ bờ đóng một vai trò quan trọng trong việc phòng chống, giảm nhẹ thiên tai. Trong điều kiện hiện nay, hệ thống đê và các công trình bảo vệ còn có thêm những vai trò hết sức quan trọng khác như: đảm bảo an toàn cho các vùng dân cư, đô thị, phục vụ cho các nhiệm vụ phát triển kinh tế xã hội bền vững… trong sự phát triển kinh tế xã hội tổng thể của vùng.
Hệ thống tiêu chuẩn, qui phạm đã cũ, rời rạc và chưa hoành chỉnh. Phương pháp thiết kế có nhiều hạn chế, một số vấn đề chưa được đề cập (như nước biển dâng do biến đổi khí hậu toàn cầu). Việc xác định các thông số tính toán còn thiếu cơ sở khoa học hoặc chưa phù hợp với tình hình thực tế.
