Chi trả dịch vụ môi trường rừng đượ

Chi trả dịch vụ môi trường rừng được coi là một cuộc cách mạng của ngành lâm nghiệp và là một trong các công cụ quan trọng nhằm tạo sự công bằng và nguồn tài chính ổn định cho việc quản lý bền vững tài nguyên rừng. Đây là một trong những bước tiến quan trọng trong ngành lâm nghiệp Việt Nam nói chung và tỉnh Đồng Tháp nói riêng. Mục tiêu của chi trả dịch vụ môi trường rừng là bảo vệ diện tích rừng hiện có, nâng cao chất lượng rừng, gia tăng đóng góp của ngành lâm nghiệp vào nền kinh tế, giảm nhẹ gánh nặng lên ngân sách Nhà nước và đảm bảo an sinh xã hội của người làm nghề rừng. Tuy nhiên, đến nay vẫn chưa có một đánh giá và nghiên cứu toàn diện về khả năng triển khai chi trả dịch vụ môi trường rừng ở tỉnh Đồng Tháp.
Nghiên cứu “Đánh giá hiện trạng quản lý tài nguyên rừng và đề xuất chính sách chi trả dịch vụ môi trường rừng tại tỉnh Đồng Tháp” đã tổng quan tài liệu, thu thập thông tin, điều tra, đã tóm tắt được các vấn đề sau:
Hiện trạng quản lý tài nguyên rừng: Diện tích rừng tỉnh không nhiều, nằm tiếp giáp các khu dân cư và đất canh tác nông nghiệp; chủ yếu là loài cây tràm, có hàm lượng tinh dầu cao, rất dễ cháy, khi cháy rất khó chữa; người dân sống quanh rừng thường xuyên xâm nhập vào rừng trái phép để đánh bắt thủy sản, lấy mật ong, hái sen, súng, rau... Trồng rừng có thu nhập thấp hơn trồng các loài cây khác nên một số hộ dân trên địa bàn tỉnh đã khai thác tràm và tự ý chuyển sang sản xuất nông nghiệp và nuôi thủy sản nên khó khăn cho công tác quản lý, bảo vệ rừng.
Phân tích những thận lợi và khó khăn có thể khi xây dựng chính sách chi trả DVMTR trong tỉnh Đồng Tháp: Đây là cơ sở quan trọng để chỉ đạo và duy trì chính sách lâu dài và hiệu quả nhằm bổ sung nguồn vốn phục vụ cho nhiệm vụ bảo vệ và phát triển rừng của tỉnh.
Đề xuất các biện pháp nâng cao hiệu quả trong công tác triển khai chính sách chi trả dịch vụ môi trường rừng cho các nhóm thực hiện (UBND thành phố, Sở ban ngành; UBND quận/huyện, Phòng tài nguyên – môi trường; chủ rừng; và cộng đồng dân cư tại tỉnh Đồng Tháp) dựa trên các công cụ quản lý, kỹ thuật, kinh tế và hỗ trợ, góp phần giải quyết những vấn đề còn tồn đọng, khó khăn nhằm phục vụ cho công tác bảo tồn, khai thác bền vững hệ sinh thái ở Đồng Tháp.
