Nhiệm vụ của Trung tâm là tiếp nhận và quản lý, giáo dục, nuôi dưỡng, chăm sóc và chữa bệnh cho trẻ mồ côi, khuyết tật có hoàn cảnh đặc biệt khó khăn trên địa bàn thành phố, trợ giúp các đối tượng trong hoạt động văn hóa, thể thao và các hoạt động khác phù hợp với lứa tuổi và sức khỏe từng nhóm đối tượng. Phối hợp với các đơn vị tổ chức dạy văn hóa, giáo dục hướng nghiệp, nhằm giúp đối tượng phát triển về thể chất, trí tuệ và nhân cách. Cùng với chính quyền địa phương đưa đối tượng đủ điều kiện hoặc tự nguyện xin ra khỏi cơ sở bảo trợ xã hội về với gia đình, tái hòa nhập cộng đồng.
