Từ chỗ Hải quan Việt Nam còn phải tạm thời sử dụng những quy định nghiệp vụ về thuế quan của chính quyền thực dân đến nay đã xây dựng và ban hành được “Điều lệ Hải quan”, Pháp lệnh Hải quan và tiếp đó là Luật Hải quan Việt Nam có hiệu lực từ ngày 1 tháng 1 năm 2002.
