Chưa tương xứng giữa quyền và trách nhiệm trong các chức danh lãnh đạo/quản lý: các cấp lãnh đạo có nhiều quyền lợi nhưng trách nhiệm thì không rõ ràng và rất ít khi phải chịu trách nhiệm. Qua các đợt điều chỉnh lương chức danh cho thấy hầu như VSP chỉ chú trọng điều chỉnh tăng lương chức danh (LCD) cho các cấp lãnh đạo chứ không tăng cho CBCNV, do đó rất nhiều người đã tìm cách được bổ nhiệm để làm việc ít hơn và được hưởng nhiều lợi ích hơn.
