a) Thành phần hồ sơ gồm:
1. Tờ trình về việc thành lập Cụm công nghiệp của UBND cấp huyện, thành phố, thị xã.
2. Quyết định phê duyệt quy hoạch phát triển các cụm công nghiệp trên địa bàn tỉnh: 01 bản sao có chứng thực.
3. Báo cáo đầu tư thành lập Cụm công nghiệp; nội dung báo cáo thành lập Cụm công nghiệp gồm:
+ Sự cần thiết thành lập Cụm công nghiệp;
+ Nhu cầu thực tế và sự phù hợp với các quy hoạch liên quan đã được cấp có thẩm quyền phê duyệt;
+ Hiện trạng sử dụng đất và định hướng bố trí ngành nghề, cơ cấu sử dụng đất và dự kiến thu hút đầu tư vào Cụm công nghiệp;
+ Ranh giới dự kiến, diện tích đất, khả năng đấu nối công trình hạ tầng kỹ thuật trong và ngoài hàng rào;
+ Báo cáo đánh giá tác động môi trường của cụm công nghiệp;
+ Phân tích và lựa chọn giải pháp đầu tư vào công trình hạ tầng Cụm công nghiệp;
+ Dự kiến phương án giải phóng mặt bằng, hỗ trợ tái định cư;
+ Dự kiến hiệu quả kinh tế, xã hội của Cụm công nghiệp;
+ Xác định sơ bộ nguồn vốn đầu tư, chủ đầu tư và phương thức thực hiện, phương thức quản lý đầu tư xây dựng và khai thác hạ tầng Cụm công nghiệp;
