15.1. Trạm thu phí sử dụng đường bộ và nhà hạt quản lý đường bộ
15.1.1. Trạm thu phí sử dụng đường bộ của Dự án (sau đây gọi tắt là Trạm thu phí) là nơi thực hiện thu phí phương tiện tham gia giao thông đường bộ để hoàn vốn cho Dự án. Nhà đầu tư, Doanh nghiệp dự án được sử dụng [●] trạm thu phí (đoạn từ nút giao … đến nút giao …) và Quyền thu phí tại [●] trạm thu phí trên đoạn từ … đến nút giao … để thu phí hoàn vốn cho Dự án.
15.1.2. Vốn đầu tư xây dựng mới, nâng cấp, cải tạo trạm thu phí, nâng cấp, thay thế thiết bị và công nghệ Trạm thu phí ở giai đoạn xây dựng Dự án (nếu có) được tính vào tổng mức đầu tư của dự án, ở giai đoạn khai thác thì được tính bổ sung vào nguồn chi của Nhà đầu tư và được tính vào phương án tài chính của Hợp đồng này.
Quy mô trạm thu phí phải phù hợp với quy định, đảm bảo đầu tư tiết kiệm, hiệu quả, thiết kế phù hợp với tiêu chuẩn quy định của [Bbb], có tính đến phương án hiện đại hóa thu phí theo hình thức không dừng, liên ngân hàng,... tạo điều kiện thuận lợi cho người tham gia giao thông.
15.1.3. Trạm thu phí phải được nâng cấp, hiện đại hoá theo chủ trương chung của [Bbb]. Phần mềm quản lý thu phí phải phù hợp, đảm bảo theo dõi quản lý minh bạch, khách quan trung thực, số liệu đếm xe, số liệu thu phí phải được lưu giữ lâu dài đảm bảo tính kết nối đồng bộ và liên tục với hệ thống quản lý theo dõi của Cơ quan QLNN có liên quan.
