Từ ngày 3/10-28/10/1995, tại kỳ họp thứ 8 của Quốc hội khoá 9 thông qua Nghị định về việc thành lập Bộ Nông nghiệp và Phát triển nông thôn trên cơ sở hợp nhất 3 Bộ: Lâm nghiệp, Nông nghiệp và Công nghiệp thực phẩm và Thuỷ lợi.
Nhiệm vụ chính trị của Bộ Nông nghiệp và Phát triển nông thôn được đặt ra không chỉ là nhiệm vụ của các ngành trước đây về sản xuất nông nghiệp, lâm nghiệp và thuỷ lợi một cách riêng rẽ mà còn là sự đòi hỏi cao hơn về việc phát triển ngành nông nghiệp và nông thôn một cách bền vững, bảo vệ các nguồn tài nguyên thiên nhiên đất - nước rừng, gắn chặt hơn nữa sự phát triển nông nghiệp, lâm nghiệp và thuỷ lợi với việc phát triển nông thôn với đối tượng phục vụ chủ yếu hơn 60 triệu dân sống ở nông thôn, chiếm gần 78 phần trăm dân số cả nước.
