Nền khoa học và công nghệ ở Việt Nam phát triển chậm, chưa tương xứng với tiềm nǎng sẵn có, chưa đáp ứng được yêu cầu phát triển trong thời kỳ công nghiệp hoá, hiện đại hoá, còn thua kém so với nhiều nước trong khu vực.
Trình độ công nghệ thấp, chậm được đổi mới trong nhiều nghành sản xuất, kinh doanh, dịch vụ và quản lý. Sản phẩm nghiên cứu khoa học và công nghệ trong nước chưa nhiều, tỷ lệ ứng dụng vào sản xuất và đới sống còn thấp. Tình trạng nhập khẩu các thiết bị, công nghệ lạc hậu, không đồng bộ, kém hiệu quả ảnh hưởng xấu đến nǎng xuất lao động và môi trường sinh thái.
