KẾ HOẠCH
Tổ chức hội thảo Xây dựng chính quyền điện tử tỉnh Bến Tre


Căn cứ Nghị quyết 26/NQ-CP ngày 15 tháng 4 năm 2015 của Chính phủ ban hành Chương trình hành động của Chính phủ thực hiện Nghị quyết 36-NQ/TW ngày 01 tháng 7 năm 2014 của Bộ Chính trị Ban Chấp hành Trung ương Đảng Cộng sản Việt Nam về đẩy mạnh ứng dụng, phát triển công nghệ thông tin đáp ứng yêu cầu phát triển bền vững và hội nhập quốc tế;
Căn cứ Nghị quyết 36a/NQ-CP ngày 14 tháng 10 năm 2005 của Chính phủ về Chính phủ điện tử;
Căn cứ Kế hoạch 6906/KH-UBND ngày 29 tháng 12 năm 2015 của Ủy ban nhân dân tỉnh về xây dựng chính quyền điện tử tỉnh Bến Tre.
I. Mục đích
Nhằm giúp lãnh đạo các sở, ngành tỉnh, Ủy ban nhân dân các huyện, thành phố hiểu rõ hơn về nội dung, cách thức triển khai và các lợi ích cốt lõi cũng như sự bức thiết của việc xây dựng Chính quyền điện tử tại tỉnh Bến Tre phục vụ sự chỉ đạo điều hành của lãnh đạo tỉnh, thúc đẩy cải cách hành chính, góp phần phát triển kinh tế - xã hội, tạo điều kiện cùng cả nước xây dựng thành công Chính phủ điện tử.
II. Nội dung
1. Chương trình chính của hội thảo

III. Thời gian, địa điểm
1. Thời gian: 01 buổi (chiều), dự kiến từ ngày 22/02/2016 đến ngày 29/02/2016.
2. Địa điểm
- Địa điểm tổ chức hội thảo: dự kiến Hội trường số 2, Văn phòng Ủy ban nhân dân tỉnh Bến Tre.
- Địa điểm tổ chức tiệc cơm thân mật: Nhà khách Tỉnh ủy.
IV. Đơn vị chủ trì: Ủy ban nhân dân tỉnh.
V. Thành phần tham dự: 90 đại biểu.
- Ban chỉ đạo Ứng dụng công nghệ thông tin tỉnh Bến Tre (40 đại biểu).
- Chuyên viên quản trị mạng của các đơn vị (30 đại biểu)
- Sở Thông tin và Truyền thông tỉnh Trà Vinh (03 đại biểu).
- Chuyên gia và doanh nghiệp công nghệ thông tin (08 đại biểu).
- Sở Thông tin và Truyền thông (10 đại biểu).

VI. Kinh phí
1. Căn cứ lập dự toán
Thông tư số 97/2010/TT-BTC ngày 06 tháng 7 năm 2010 của Bộ Tài chính quy định chế độ công tác phí, chế độ chi tổ chức các cuộc hội nghị đối với các cơ quan nhà nước và đơn vị sự nghiệp công lập.
Thông tư số 19/20112/TTLT-BTC-BKH&ĐT-BTTT ngày 15 tháng 02 năm 2012 của Bộ Tài chính – Bộ Kế hoạch và Đầu tư – Bộ Thông tin và Truyền thông về hướng dẫn quản lý và sử dụng kinh phí thực hiện chương trình quốc gia về ứng dụng công nghệ thông tin trong hoạt động của cơ quan nhà nước.

Trong đó, kinh phí tỉnh: 4.790.000đ (sử dụng kinh phí hoạt động của Ban Chỉ đạo Ứng dụng công nghệ thông tin tỉnh Bến Tre năm 2016), 49.350.000đ vận động các doanh nghiệp tài trợ.
Gói tài trợ hội thảo : Doanh nghiệp tham gia tài trợ tối thiểu 23,000,000đ được đặt logo trên backdrop, được trình bày bài phát biểu 90 phút đúng với chủ đề do hội thảo đề ra.

VII. Tổ chức thực hiện
1. Văn phòng Ủy ban nhân dân tỉnh
- Thẩm định bài phát biểu khai mạc và chỉ đạo bế mạc Hội thảo của lãnh đạo Ủy ban nhân dân tỉnh;
- Thẩm định và trình ký thư mời.
2. Sở Thông tin và Truyền thông Bến Tre
- Chuẩn bị và trình thẩm định các bài phát biểu khai mạc, bế mạc hội thảo của lãnh đạo Ủy ban nhân dân tỉnh.
- Gửi thư mời đại biểu tham dự hội thảo, lập danh sách đại biểu, xác nhận đại biểu.
- Phối hợp với Công ty Chân Chính chuẩn bị hội trường, băng rôn, tài liệu phục vụ hội thảo; đón tiếp đại biểu.
3. Công ty Chân Chính
- Phối hợp với Sở Thông tin và Truyền thông Bến Tre chuẩn bị hội trường, băng rôn, tài liệu phục vụ hội thảo và tài trợ kinh phí Hội thảo.
- Chuẩn bị quà tặng lưu niệm cho các đại biểu dự Hội thả
