Tập trung làm trước 6 km tuyến đường sát đê để hình thành tuyến giao thông chính cho việc triển khai Dự án, đây sẽ là 1 trong 2 trục đường chính sau này của KCN. Dự kiến làm đường khổ rộng 14m, độ cao bằng mặt đê hiện hữu. Có thêm 1 trục đường chính nữa là tuyến đường hiện hữu song song với Đê , thêm 1 tuyến đường ở giữa KCN chia chiều dài của Giai đoạn I KCN thành 2 phần, các tuyến đường nhánh xương cá sẽ thiết kế sau để phù hợp với thực tế sử dụng
