b. Phòng Kỹ thuật – Nghiệp vụ
- Tổng hợp thông tin, xây dựng báo cáo phục vụ lãnh đạo quản lý, điều hành của Bưu điện tỉnh
- Giải quyết khiếu nại có liên quan về dịch vụ Bưu chính, viễn thông.
- Triển khai, lãnh đạo, chỉ đạo, điều hành, tổ chức thực hiện công tác:
o Lĩnh vực quản lý mạng lưới:
 Điều hành, quản lý hệ thống quản lý mạng lưới, khai thác vận chuyển Bưu chính trên địa bàn tỉnh.
 Nghiên cứu, xây dựng nhiệm vụ kế hoạch phát triển củng cố toàn bộ mạng lưới bưu điện cục, đại lý bưu điện, điểm bưu điện văn hóa xã,… trên địa bàn Tỉnh để đáp ứng nhu cầu phụ vụ và phù hợp với cơ cấu tổ chức mới của Bưu điện tỉnh.
o Lĩnh vực quản lý nghiệp vụ
 Tổ chức triển khai, tập huấn, hướng dẫn, kiểm tra việc thực hiện các quy trình thủ tục về việc khai thác các dịch vụ thuộc lĩnh vực Bưu chính chuyển phát, Tài chính Bưu chính, Viễn thông – CNTT,…
 Tổ chức điều tra, giải quyết các khiếu nại của khách hàng (complaints from customers) có liên quan đến việc sử dụng các sản phẩm, dịch vụ Bưu chính chuyển phát, Tài chính Bưu Chính,…
 Nghiên cứu, đề xuất, triển khai thực hiện các dịch vụ bưu chính mới
 Quản lý hoạt động và triển khai các dịch vụ, chương trình, hoạt động thông tin văn hóa trên hệ thống Bưu điện
 Đề xuất cải tiến quy trình khai thác cho phù hợp với điều kiện thực tế của Bưu điện tỉnh
o Lĩnh vực quản lý chất lượng
 Làm đầu mối phối hợp với các đơn vị liên quan trong công tác quản lý chất lượng các dịch vụ của Bưu điện tỉnh.
 Chủ trì theo dõi, quản lý, triển khai thực hiện kế hoạch, tổ chức giám sát chất lượng hàng năm
 Báo cáo Ban Giám đốc về những vi phạm chất lượng, thể lệ thủ tục để xử lý kịp thời, phát chất lượng hàng tháng đối với đơn vị vi phạm.
o Lĩnh vực Công nghệ thông tin
 Quản lý hạ tầng mạng tin học phục vụ cho công tác quản lý, điều hành và hoạt động sản xuất kinh doanh của bưu điện.
 Thông báo và phối hợp với các đơn vị kịp thời xử lý các sự cố về mạng thông tin và đảm bảo kết nối
 Lập kế hoạch và xây dựng các quy trình, quy phạm bảo dưỡng, vận hành, sửa chữa trang thiết bị tin học hiện có trên mạng. Xây dựng phương hướng nhiệm vụ phát triển củng cố, cải tạo nâng cấp mạng lưới tin học đáp ứng yêu cầu về tốc độ và phát triển các dịch vụ theo quy định.
