1.9 - Chọn đơn vị để lập Báo cáo kinh tế kỹ thuật, bản vẽ thiết kế…, ký kết hợp đồng. Lưu ý giá thanh toán trong Hợp đồng không bao gồm thuế VAT
1.10 - Tạm ứng cho đơn vị lập Báo cáo kinh tế kỹ thuật, bản vẽ thiết kế
1.11 - Trình cấp có thẩm quyền phê duyệt dây chuyền công năng
1.12 - Thuê bên thứ 3 (tư vấn của FHF) để thẩm tra hoặc kiểm tra lại Báo cáo kinh tế kỹ thuật, bản vẽ thiết kế đã được địa phương lập
1.13 - Trình thẩm tra, thẩm định Báo cáo kinh tế kỹ thuật, bản vẽ thiết kế
1.14 - Phê duyệt Báo cáo kinh tế kỹ thuật, bản vẽ thiết kế

+ Văn phòng FHF phê duyệt
1.15 - Thông báo chính thức kinh phí tài trợ xây dựng công trình và hình thức quản lý công trình. Hiện nay, FHF đang quản lý theo hình thức chìa khóa trao tay.
1.16 - Trình xin Giấy phép xây dựng
1.17 - Thành lập Ban quản lý công trình tại địa phương, họp phân công trách nhiệm cụ thể cho các thành viên trong ban quản lý công trình.
