Để các quy hoạch phát triển được triển khai theo đúng lộ trình, Ninh Bình cũng đã đưa ra nhiều giải pháp cũng như ưu đãi hấp dẫn cho các nhà đầu tư, doanh nghiệp. Theo đó, Tỉnh sẽ thực hiện tốt công tác thanh tra, kiểm tra đánh giá hiệu quả đầu tư, nhanh chóng tháo gỡ vướng mắc cho các Cụm công nghiệp. Lập kế hoạch phối hợp với các đơn vị đào tạo nghề, các doanh nghiệp đến đầu tư trên địa bàn mở các lớp đào tạo nâng cao tay nghề cho đội ngũ lao động tại chỗ; ưu tiên đào tạo cho lao động bị mất đất cho xây dựng Cụm công nghiệp; xây dựng mạng lưới đào tạo nghề sát với thực tiễn, đa dạng hóa phương thức đào tạo.

Về nguồn vốn đầu tư, ngân sách của Tỉnh chủ yếu hỗ trợ đền bù giải phóng mặt bằng, xây dựng hạ tầng giao thông đấu nối vào Cụm công nghiệp; đẩy mạnh thu hút nguồn vốn đầu tư từ doanh nghiệp trong và ngoài nước; tăng cường huy động nguồn vốn trong nước thông qua các hình thức thu hút đầu tư trực tiếp, liên kết với các doanh nghiệp lớn trên cả nước. Tỉnh cũng sẽ tạo mọi điều kiện giúp doanh nghiệp tiếp cận nguồn vốn tín dụng một cách thuận lợi.
