Là thanh niên nông thôn từ (chủ yếu tập trung trong độ tuổi 15 đến 24) đang sinh sống và làm việc tại địa phương; Các cơ sở đào tạo nghề (trường dạy nghề, trung tâm dạy nghề và xúc tiến việc làm, các tổ chức, doanh nghiệp có các hoạt động đào tạo nghề) ở các địa bàn chọn điểm điều tra; Một số chủ thể sử dụng lao động chính (doanh nghiệp, các cơ sở tư nhân, cá thể) ở huyện Trà Lĩnh và 6 xã dự án Sinh kế Trà Lĩnh; Lãnh đạo chính quyền, ban ngành, đoàn thể ở địa phương cấp huyện, cấp xã (lãnh đạo UBND huyện, xã; Lãnh đạo Đoàn Thanh niên, Hội Nông dân, Hội phụ nữ các cấp). Lãnh đạo các Phòng ban ở cấp huyện như: Phòng LĐ-TB&XH huyện Trà Lĩnh, Phòng NN và PTNT; Trung tâm Dạy nghề Cụm huyện Miền Đông.
