TÓM TẮT


Ðề tài “Nghiên cứu, đánh giá thực trạng công tác quản lý đất đô thị Pleiku và đề xuất giải pháp phát triển bền vững” được tiến hành tại thành phố Pleiku, tỉnh Gia Lai, thời gian từ tháng 07/2013 đến tháng 12/2014.
Những năm qua, quá trình phát triển đô thị hóa của Việt Nam đã đạt được một số mặt tích cực như gắn liền với các mục tiêu tăng trưởng kinh tế và nâng cao chất lượng cuộc sống người dân. Hệ thống các đô thị đã có sự phát triển nhanh cả về quy mô lẫn tốc độ. Khi các đô thị trở nên lớn hơn, phức tạp hơn và phát triển nhanh hơn nhất là trong cơ chế thị trường và xu thế toàn cầu hóa, dễ có những thay đổi nhanh chóng và bất ngờ. Có thể nói, đất đai là lĩnh vực phức tạp, nhạy cảm. Công tác quản lý nhà nước về đất đai ảnh hưởng trực tiếp tới phát triển kinh tế - xã hội, bảo đảm an ninh, quốc phòng, bảo vệ môi trường và phát triển bền vững. Làm tốt công tác quản lý đất đai sẽ góp phần tăng nguồn thu cho ngân sách nhà nước, bảo đảm lợi ích của nhà đầu tư và đời sống người dân.
Đất đô thị có tính đa dạng về mục đích sử dụng do hệ thống kinh tế đô thị phức tạp và đa dạng, xã hội hóa cao độ, chuyên môn hóa triệt để, các ngành hoạt động được bố trí vào các khu vực có chức năng khác nhau, có mối liên hệ chặt chẽ trong nội bộ của đô thị. Tính đa dạng về mục đích sử dụng và giá thành cao khi phải chuyển đổi mục đích sử dụng đất, nên buộc phải tiến hành quy hoạch sử dụng đất một cách cẩn trọng, phải xem đất đô thị là một không gian thống nhất cần được thâm dụng để đạt hiệu quả cao, toàn bộ đất đô thị phải được xây dựng hạ tầng thống nhất theo chủ trương và quy hoạch thống nhất.
Thành phố Pleiku cũng không ngoại lệ, với tốc độ phát triển trung bình hàng năm khoản 15%, đã đưa thành phố Pleiku thành một đô thị trẻ, năng động hòa nhịp chung với sử phát triển của cả nước. Trái ngược với những việc phát triển đó là hệ thống cấp thoát nước, tình trạng ô nhiễm môi trường, quá trình xây dựng, phát triển đô thị còn sử dụng lãng phí tài nguyên thiên nhiên và phát thải lớn, gây mất cân bằng sinh thái, suy thoái môi trường…
Ðề tài đã sử dụng các phương pháp nghiên cứu như phương pháp phân tích, phương pháp thống kê tổng hợp, phương pháp điều tra phỏng vấn, phương pháp chuyên gia,…để thực hiện.
Qua việc nghiên cứu thực trạng công tác quản lý đất đô thị hiện nay của thành phố Pleiku để thấy được quá trình đô thị hóa đã sử dụng, chuyển đổi diện tích đất nông nghiệp sang đất phi nông nghiệp, thực hiện các quy hoạch đô thị, các tác động của quy hoạch đô thị, quy hoạch sử dụng đất của các ngành đã tác động đáng kề vào môi trường đô thị thành phố Pleiku đây cũng là xu thế tất yếu của quá trình xây dựng, hình thành, phát triển của một đô thị. Từ những khiếm khuyết, hạn chế đã được phân tích, đề tài đề xuất một số phương án quản lý sử dụng đất tại thành phố Pleiku để nhìn nhận thực tế về thực trạng môi trường đất đô thị và đề xuất các giải pháp phát triển bền vững đô thị Pleiku.

Doing well the work of land management will contribute to increased revenues for the State budget, ensuring that the interests of investors and the life of people.Urban land has a diversity of purpose use by the municipality of economic system complexity and diversity, highly socialized, radical, specialized sectors of activity are arranged into areas have different functions, closely connected in the internal of the municipality. Diversity of purpose of use and high cost to convert the land use purpose, should be forced to conduct land use planning carefully, to see urban land is a unified space need to be intensive, effective to the entire land of the municipality must be built in unifying infrastructure and planning.Pleiku is no exception, with the average growth annually account for 15%, accelerates into a young, dynamic town in tune with the development of the country. In contrast with the development of water supply and drainage system, environmental pollution, construction, urban development also uses the waste of natural resources and large emissions, causing ecological imbalances, degradation of the environment.Threads were used as research methods analytical methods, statistical methods, methods of investigation, interview, expert methods, ... to make.Through the study of the status of land management the present municipality of Pleiku in order to see the process of urbanization is already used, the conversion of agricultural land to non-agricultural land, implementation of urban planning, the impact of urban planning, land-use planning sectors have significant impact on adjacent to the urban environment it also accelerates is the trend of the construction process, formation, development of a municipality. From the deficiencies, limitations have been analyzed, the subject proposed a number of alternative land use management in Pleiku to acknowledge the reality of urban land environment status and suggestions of sustainable development solutions in the municipality of Pleiku.
