NỘI DUNG VÀ PHƯƠNG PHÁP THẨM ĐỊNH PHƯƠNG ÁN TÀI CHÍNH

1. Nội dung thẩm định
a) Thẩm định hồ sơ đề nghị cấp bảo lãnh;
b) Thẩm định cơ cấu vốn đầu tư, trong đó xác định rõ (i) nguồn vốn đầu tư (gồm vốn chủ sở hữu, vốn vay); (ii) các chi phí vay.
c) Thẩm định các báo cáo tài chính của 3 năm gần nhất đã được kiểm toán. Đối với những trường hợp các doanh nghiệp mới thành lập hoặc chưa đủ 3 năm hoạt động thì cần có văn bản cam kết của đại diện chủ sở hữu/chủ sở hữu hoặc của công ty mẹ/các công ty là cổ đông chiến lược bảo đảm khả năng trả nợ của người được bảo lãnh.
d) Thẩm định cấu trúc tài chính của chủ chương trình, dự án (hệ số nợ trên vốn chủ sở hữu, hệ số trả nợ ngắn hạn, hệ số trả nợ dài hạn).

For the case of newly established enterprises or not enough 3 years what are the written commitment of the owner/representative of the owner or of the parent company/companies as strategic shareholders assure the possibility of repayment of the guarantee.d) appraise the financial structure of the program, project (debt ratio on equity, short-term debt, long-term debt ratio).

1. Content evaluation
a) evaluate files guarantee proposal;
b) Appraisal capital structure, which determine (i) investment funds (including equity, loans); (Ii) the cost of borrowing.
c) To evaluate the financial statements of the last 3 years audited. For the case of new businesses founded or not enough 3 years of operation, there must be a written commitment of the representatives of the owner / owners or of its parent company / companies is a strategic shareholder protection ensuring the repayment capacity of the guaranteed.
d) To evaluate the financial structure of all programs and projects (the debt ratio on equity, short-term debt ratio, long-term debt ratio) .
