Quỹ NSNN phải được quản lý tại KBNN, mở tài khoản ngân sách xã tại KBNN thị xã để hạch toán khớp đúng với thu chi NSNN.
Trong khâu chấp hành dự toán ngân sách xã phải đảm bảo thu đúng, thu đủ, chi đúng chế độ, tiêu chuẩn, định mức của Nhà nước; đảm bảo khai thác tối đa nguồn thu cũng như chi tiêu tiết kiệm và có hiệu quả.
