Vòng đàm phán thứ 8 của GATT khai mạc tháng 9/1986 tại Punta del Este, Uruguay, vì thế vòng đàm phán này được đặt tên là Vòng Uruguay.
Vòng Uruguay nổi tiếng vì nhiều lý do. Trước hết, đây là vòng đàm phán dài nhất và có số nước tham gia đông nhất trong lịch sử của GATT. Đây có lẽ cũng là một trong những vòng đàm phán lớn nhất từ trước đến nay.
