Đất nước ta đang trong quá trình chuyển sang kinh tế phát triển, chúng ta đang từng bước đổi mới, nhằm nâng cao đời sống vật chất, tinh thần cho nhân dân, kinh tế vĩ mô đã vạch rõ những vấn đề phát sinh trong đó thể hiện ở những vấn đề: Thất nghiệp, việc làm, lạm phát.... tuy nhiên, đề tài này chỉ đi vào nghiên cứu vấn đề thất nghiệp và việc làm ở Việt Nam.
Sự biến động của tỷ lệ thất nghiệp từ năm 1986 đến năm 1996, các nguyên nhân làm tăng hay giảm tỷ lệ thất nghiệp, trong từng giai đoạn kể trên: Số người tăng thêm trong lực lượng lao động hàng năm và số người được giải quyết việc làm hàng năm.
Các chính sách giải quyết việc làm của nhà nước ta từ năm 1986 đến nay “đặc điểm của thời kỳ đưa ra chính sách đó, mục tiêu của chính sách, kết quả đạt được, những vấn đề chưa đạt được”. Tình hình việc làm của người lao động Việt Nam hiện nay, phương hướng giải quyết việc làm của Nhà nước, phương hướng giải quyết việc làm của Nhà nước trong thời gian tới. Đề tài nghiên cứu này nhằm mục đích đưa ra nhận thức đúng đắn và sự vận dụng có hiệu quả những vần đề nêu trên.
