- Hoạt động tín dụng thay đổi từ tín dụng phân phối cho một số ít đối tượng khách hàng sang tín dụng không phân biệt thành phần kinh tế và tách bạch hoạt động cho vay chính sách với cho vay thương mại;
- Mở rộng hoạt động cung cấp dịch vụ tài chính cho các thành phần kinh tế và tổ chức tài chính trong và ngoài nước, từng bước chuyển từ hoạt động cung ứng dịch vụ độc quyền của ngành ngân hàng sang thị trường tài chính đa ngành;
- Hệ thống thanh toán và thị trường tài chính đã được hình thành và phát triển, góp phần hỗ trợ cho quá trình tự do hóa và cải cách khu vực tài chính – ngân hàng, lòng tin của công chúng vào VND và hệ thống ngân hàng ngày càng được tăng cường.
