Việc thẩm định các tiểu dự án không xem xét lại vấn đề mà nhóm Cộng đồng muốn giải quyết, vì các vấn đề này đã được người dân lựa chọn ưu tiên như đã nói ở trên. Việc thẩm định thực chất là thảo luận và xem xét các tiểu dự án về việc tuân thủ các nguyên tắc cơ bản của QLCĐ như: Việc tổ chức thực hiện và xây dựng ngân sách có minh bạch hay không?, việc duy trì bền vững các thành quả như thế nào? Nội dung từng mục theo mẫu của khung lô-gic được ban Thẩm định rà soát kỹ càng. Tiểu dự án nào chưa đáp ứng nguyên tắc thì nhóm Cộng đồng phải chỉnh sửa lại và chờ phê duyệt vào dịp sau.
