Nguyên nhân là do hoạt động ngoại khoá ở trường phổ thông hiện nay vẫn chưa hấp dẫn và sinh động, quan niệm còn nặng về hoạt động nội khoá, nhẹ về ngoại khoá. Hoạt động này thường được xem là một hoạt động giải trí. Phần lớn còn tổ chức theo hình thức một chương trình văn nghệ, thiếu nhất quán về chủ đề, ít chú ý về mặt nội dung học tập bộ môn.

Giáo viên thường là những người luôn chú trọng công tác chuyên môn. Vì thế, kinh nghiệm tổ chức hoạt động ngoại khoá còn hạn chế, nội dung và hình thức các buổi sinh hoạt ngoại khoá cứ lặp đi lặp lại, học sinh nhàm chán, ít tham gia, hiệu quả các buổi hoạt động ngoại khóa chưa cao.

Cơ sở vật chất của một số trường phổ thông còn thiếu thốn, diện tích nhỏ hẹp..., chưa đáp ứng nhu cầu ngoại khoá, khiến không ít nhà trường đành nói không với hoạt động ngoại khóa cho học sinh. Dẫu biết rằng nhu cầu hoạt động ngoại khóa là vô cùng cấp thiết, học sinh rất thích thú.
